Under the direction of the Supervising Special Investigator (supervisor), the Special Investigator independently conducts investigations and handles complaints related to the enforcement of U.S. and California laws governing the State Organic Program (SOP). The incumbent interprets and applies Federal and state laws and regulations relating to organic products; determines the necessity for taking samples for laboratory analyses; analyzes situations accurately; and takes an effective course of action. The incumbent also prepares and presents clear and concise investigative reports.
Duties include, but are not limited to:
- Conduct complex investigations for compliance with COFFA, the Organic Foods Production Act, and the California Food and Agricultural Code. This includes on-site interviews; review of organic site plans; and review of records, labels, operating procedures, process controls, and other required records.
- Conduct audits to determine compliance with laws and regulations as they apply to the use of pesticides and other prohibited substances in organic production.
- Prepare and investigate reports for administrative actions, including investigative interviews, evidence gathering, administrative fines, and violation notices (citations). Document findings to substantiate investigative recommendations and actions.
- Respond to industry inquiries through verbal and written communication.
- Provide training and workshops, and conduct presentations to county personnel, industry, or other entities as appropriate.
- Assist the supervisor in planning, developing, organizing, and administering day-to-day SOP activities.
